The habilitation confirms a person's ability to supervise doctoral dissertations.
In order to apply for obtaining the habilitation certificate, applicants must meet the minimum standards set for the position of university professor or scientific assistant level I according to the CNATCDU regulations, approved by decree of the Ministry of Education and Research.
The certificate of habilitation and the status of scientific supervisor of dissertations are granted by decree of the Ministry, based on the proposal of the Commission for the Recognition of University Titles, Diplomas and Certificates (CNATDCU).
The public presentation and defence of a PhD thesis is in fact the culmination of 3 years of doctoral studies and research by a PhD student.
The PhD thesis is the result of the research or artistic creative activity carried out by the PhD student during the PhD studies. The thesis must be written in accordance with the requirements of the regulations of the PhD school.
On the basis of the content of the PhD thesis and its public defence, it is decided whether or not to award the PhD degree. The PhD degree is awarded by order of the relevant minister after validation of the PhD thesis by the National Council for the Accreditation of University Degrees, Diplomas and Certificates.
