DOCUMENTS REQUIRED FOR THE APPLICATION TO DOCTORAL STUDIES FOR CITIZENS OF ALL OTHER COUNTRIES MEMBERS OF THE EUROPEAN UNION, OF COUNTRIES BELONGING TO THE EUROPEAN ECONOMIC AREA, AND OF THE SWISS CONFEDERATION

Previous to the registration for doctoral studies, citizens of the European Union, the European Economic Area and the Swiss Confederation have to obtain a Certificate of equivalency from the National Centre for Recognition and Equivalence of Diplomas Granted Abroad, belonging to the Romanian Ministry of National Education.   10. Copies of the Passport and the Identity Card
  11. If the candidate intends to study in Romanian language, one of the following documents will be submitted: certificate of proficiency in Romanian language, or preparatory year graduation certificate, or documents proving the graduation of at least 4 years of study in an educational institution with Romanian as language of instruction.
  12. Copy of the receipt for the tax paid (admission fee and file processing fee) at Babeş-Bolyai University for the doctoral studies admission contest.

DOCUMENTS REQUIRED FOR THE APPLICATION TO DOCTORAL STUDIES, FOR CITIZENS OF NON-EU COUNTRIES, AND OF COUNTRIES WHICH DO NOT BELONG TO THE EUROPEAN ECONOMIC AREA OR SWISS CONFEDERATION

For citizens of non-EU countries, and of countries which do not belong to the European Economic Area or Swiss Confederation, the access  to doctoral studies is conditioned by the issuance of a Letter of Acceptance to Studies by the Romanian Ministry of National Education. For this purpose and also for the registration for the admission to doctoral studies contest, the candidates will comply with the following procedures.

ADMISSION PROCEDURES FOR THE NON-EU STUDENTS (self-sponsored), DOCTORAL STUDIES, 2019-2020

I. REGISTRATION CALENDAR

Candidates to doctoral studies:

All candidates to doctoral studies have to obtain a Preliminary agreement signed by a doctoral supervisor from Universitatea Babeş-Bolyai. In order to obtain this agreement, the candidates will submit the following documents to the Institute for Doctoral Studies, by email: a letter of intention, a Curriculum Vitae (Resume), a short research project (1-2 pages), references, the list of scientific publications, and other documents deemed relevant for the previous studies and activity, and for the intended research project. The Institute for Doctoral Studies will forward these documents to the doctoral schools. Registration calendar for the September 2018 admission contest

  • The full application files for the letter of acceptance (with all documents listed in Chapter II of this procedure) have to be submitted in the period May 17 – July 19, 2019.

During this time, candidates could be asked for supplemental or explanatory documents. The issuing stages of the Letter of Acceptance are described in Chapter VII. Observation: Candidates have to obtain the Letter of Acceptance before the doctoral studies admission contest, in accordance with art. 2, paragraph (3) of MD no. 6.000/15.10.2012. The application files analysis, and the process of issuing the Letter of Acceptance will be concluded prior to the start of the admission contest.

II. ADMISSION DOCUMENTS

Candidates to doctoral studies

Full application files will be submitted by regular postal mail. The mailing address is:

Documents required for the application file Preliminary observation: all certified copies and all certified translations mentioned in the following list will be authenticated by the Romanian embassy from the issuing country, or will have the Hague Apostille, or will be authenticated in accordance with specific treaties signed by Romania and other states.

  1. Preliminary agreement signed by a doctoral supervisor from Universitatea Babeş-Bolyai (form provided by the Institute for Doctoral Studies)

  3. Application for the issuance of Letter of Acceptance to Studies, in 2 copies (Annex no. 2 to OMEN no. 3473 /2017)
  4. High School graduation diploma or its equivalent and transcript of records (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translation in Romanian or in English or in French, together with a certified copy of the original is required);
  5. Bachelor’s Degree diploma (or its equivalent) and transcript of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
  6. Postgraduate Studies diploma/Master’s Degree diploma (or its equivalent) and transcripts of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
  7. Copy and certified translation of the certificate attesting to the Bachelor graduation exam for current year graduates
  8. Birth certificate (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translation in Romanian or in English or in French, together with a certified copy of the original is required);
  9. Marriage certificate (only if the applicant’s last name changed subsequent to marriage) or any other document relevant for the name change (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
  10. Passport copy – valid for at least 6 months after the issuing date of the Letter of Acceptance;
  11. Copy of the document certifying the permanent residence abroad
  12. Two photos (3 cm X 4 cm);
  13. Curriculum vitae (Resume);
  14. Medical certificate (in Romanian, English or French) attesting that the applicant does not suffer from any contagious diseases or any other illnesses incompatible with the future profession;
  15. List of scientific publications;
  16. Receipt attesting the payment of the processing fee (50 EUR– account info: RO 16 RNCB 0106026604700008, opened at Banca Comerciala Romana, branch Cluj-Napoca, str. George Bariţiu nr. 10 – 12, RO – 400027 Cluj-Napoca, Romania, SWIFT CODE: RNCBROBU).

III. THE ROMANIAN LANGUAGE PREPARATORY YEAR

IV. LINGUISTIC COMPETENCE PROCEDURES FOR THE ADMISSION OF NON-EU CITIZENS, 2018-2019

For the candidates to doctoral studies, the Romanian language competence certificate (mentioned by art. 6, paragraph (c) of MD no. 3473/2017) will be obtained from the specialized department of the Faculty of Letters, and will have to certify a minimum B1 level. The candidates to doctoral studies, who declare (to the potential doctoral supervisor) their intention to pursue at least one part of the doctoral studies in a foreign language, will carry out at least one component of the doctoral studies admission contest in that foreign language. The mentioned component has the role to prove (to the potential doctoral supervisor) the possibility to communicate on the intended topic of the doctoral thesis, will have an eliminatory character, will be marked with pass/fail, and will represent the test of foreign language mentioned by art. 7 of MD no. 3473/2017. For the candidates to doctoral studies, the internationally acknowledged certificates of linguistic competence, mentioned by art. 7 (2) of MD no.3473/2017. They are exempt from this test the persons that are coming from countries where the official language of the state is the language  in which the courses  are being conducted  and which prove, with school documents, that they have attended the courses in that language.

V. FEES

The candidates to doctoral studies (citizens of non-EU countries, and of countries which do not belong to the European Economic Area or Swiss Confederation): the processing fee is 50 EUR (account info: RO 16 RNCB 0106026604700008, opened at Banca Comerciala Romana, branch Cluj-Napoca, str. George Bariţiu nr. 10 – 12, RO – 400027 Cluj-Napoca, Romania, SWIFT CODE: RNCBROBU) The doctoral studies admission contest fee and the study fees (the monthly fee, and the public defense fee) are subject to approval by the Senate of Universitatea Babeş-Bolyai.

VI. STUDY GRANTS

The criterion for the doctoral students’ scholarship nominations, mentioned by art. 32 of MD no. 6.000/15.10.2012, is the existence of scientific publications registered in international databases relevant for the field of study. The value and the number of these publications are criteria for differentiation.

VII. ISSUANCE STAGES OF THE LETTER OF ACCEPTANCE

Candidates to doctoral studies:
  1. The full application files are received at the Institute for Doctoral Studies; the candidates will comply with the submission deadline.
  2. A preliminary evaluation of the application files takes place at the Institute for Doctoral Studies. If suspicions should arise, CNRED could be asked to verify the study documents. Following verification, the complete files are forwarded to the Equivalence Commission, together with a nominal list.
  3. The Equivalence Committee equates the study documents.
  4. The Letter of Acceptance is issued by the specialized department from the Ministry of National Education, in accordance with the ministry decree no. 3359MD/11.03.2013.

Observation: The candidates have to obtain the Letter of Acceptance before the doctoral studies admission contest, in accordance with art. 2, paragraph (3) of MD no. 6.000/15.10.2012.

VIII. Enrollment

Observation: The academic year starts on October 1. When registering, the candidates to doctoral studies will present the documents from the application file, in original, authenticated by the Romanian Embassy from the issuing country, or with the Hague Apostille, or authenticated in accordance with specific treaties signed by Romania and other states. The doctoral candidates who obtained the Letter of Acceptance to Studies, passed the admission contest, paid the applicable fees, and fulfilled all mandatory requirements in accordance with the national legislation and university regulations, will be included, by the Institute for Doctoral Studies, on the list of candidates proposed for enrollment. All pertaining legal provisions will be considered at the time of enrollment. This procedure was edited in accordance with the applicable regulations, and the information available at the time of publication.

The file containing the documents required for the registration for the admission contest will be submitted to the Institute for Doctoral Studies (Universităţii Street, no. 7-9, 1st floor, room 22).
