Admission information


The admission to doctoral studies at Babeș-Bolyai University for candidates who are romanian citizens or citizens of the European Union (EU), the European Economic Area (EEA), the Swiss Confederation (CH), as well as British citizens and their family members as beneficiaries of the Agreement regarding the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community 2019/C 384 I/01.


Non-EU foreign citizens are further defined as individuals who are not from the European Union (EU), the European Economic Area (EEA), the Swiss Confederation (CH), or the UK, and hold the citizenship of a third country outside the European Union, as evidenced by possessing a valid passport.

Preliminary agreement

All candidates to doctoral studies need to have a doctoral supervisor from Babeş-Bolyai University and have to receive the preliminary agreement from the future supervisor, in order to apply for Ph.D studies.

It is in the reasonability of the candidate to find a supervisor and receive the Preliminary agreement (link).

  • April 1 – June 15, 2025 (for both sessions of admission): Pre-registration period by submitting documents for verification and validation in the dedicated platform of the Institute of Doctoral Studies (this link will be published on the admissions page).
  • Candidates whose files have been validated will receive email confirmation and must send the notarized and apostilled original documents to ISD via courier by July 1, 2025.   • The submission of these notarized original documents by the mentioned deadline is an obligatory condition for participation in the admission process.
  • Only candidates who are validated in the pre-registration platform and submit the original certified copies as required can apply for PhD admission at BBU.

For all other situations, the documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education, and the Romanian Embassy in the country of origin. Documents issued in languages other than Romanian or English must be translated and notarized;
  9. Supplement to the bachelor’s diploma or transcript (authorized translation and notarized in Romanian or English, if the original document is not issued in one of these languages);
  10. Master’s diploma – legalized/apostilled with the Hague Apostille (for residents of countries that signed the Hague Convention). For all other situations, the documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education, and the Romanian Embassy in the country of origin. Documents issued in languages other than Romanian or English must be translated and notarized;
  11. Supplement to the master’s diploma (authorized translation and notarized in Romanian or English, if the original document is not issued in one of these languages);
  12. Master’s degree certificate legalized/apostilled with the Hague Apostille (for residents of countries that signed the Hague Convention, for students who passed the dissertation exam in the corresponding sessions for the 2025-2026 year, may submit, at registration, instead of the master’s diploma, the certificate issued by the educational institution, which states the general average, the grades obtained in the study years, the validity period, and that the diploma has not been issued yet);
  13. Certificate of proficiency for Romanian language – For study programs taught in Romanian, the candidate must present a certificate proving their Romanian language skills at a minimum B1 level or submit certificates proving completion of at least 4 consecutive years of study in Romania in the Romanian language. Otherwise, the preparatory year for the Romanian language is mandatory (check admission requirements in the dedicated section);
  14. Certificate of proficiency – For study programs in international languages, candidates must present the language proficiency certificate, showing proficiency at a minimum level as per Annex 1, valid at the time of the exam. Language declaration (link);
  15. Birth certificate (with Apostille, authorized translation and notarized if the document is not issued in Romanian or English);
  16. Marriage certificate or any other document proving the name change – if applicable (with Apostille, authorized translation and notarized if the document is not issued in Romanian or English);
  17. Passport copy, valid for at least 6 months from the start of the doctoral program for which the candidate is applying;
  18. Curriculum Vitae (CV);
  19. Medical certificate issued in the candidate’s country of residence, certifying that the person enrolling in studies does not suffer from contagious diseases or other conditions incompatible with university studies (translated into an international language);

Admission examination

Admission exams will be held by the Doctoral Schools in July and September 2025. The candidate will have to participate to the admission exams organized by the Doctoral School in the period mentioned in the calendar. Only those candidates who are declared admitted and receive the Letter of Acceptance from the Ministry of Education and Research will be enrolled officially as PhD students.

  1. Regardless of the field, the doctoral admission examination consists of at least two parts:
    1. A written specialty exam, based on a topic announced by the doctoral advisor at least two months prior to the exam date.
    2. An interview, during which the candidate’s scientific/artistic interests, research or artistic creation abilities, and the proposed doctoral thesis topic are assessed. If necessary, the candidate’s language competencies may also be evaluated. Depending on the field’s specifics, additional exams (even eliminatory) may be included in the admission process, at the request of the doctoral advisors and with the approval of the doctoral school council.
  2. If a candidate expresses the intention to carry out any component of their doctoral studies in a foreign language, they must complete at least one part of the admission exam in that language. This exam component will be eliminatory, with results marked as pass/fail.
  3. The admission exams are conducted before an admission committee, composed of the doctoral advisor offering the doctoral student position and at least two other specialists from Babeș-Bolyai University (UBB), who must hold at least the title of associate professor or scientific researcher, grade II. The chair of the admission committee is the doctoral advisor. Committees are proposed by the councils of the doctoral schools and approved by the Director of CSUD (Council for Doctoral University Studies).
  4. It is forbidden for a doctoral candidate to have a spouse, relative, or in-law up to and including the third degree within the admission committee evaluating them.
  5. It is also forbidden for a doctoral candidate to be in such a family relationship with their future doctoral advisor.
  6. Individuals with such family ties (up to the third degree, including) may not be appointed to the same doctoral admission committee.
  7. In justified cases, and with the approval of the doctoral school council and at the proposal of the doctoral advisor, online admission exams may be conducted.

  9. After evaluating candidates’ performance in the exams, the admission committee nominates, based on established selection criteria, the candidate who will occupy the advertised doctoral position. This candidate can be enrolled only with the favorable approval of the doctoral school council where the advisor is affiliated, and only if the school is provisionally authorized or accredited.
  10. The minimum average score a candidate must obtain to be admitted is 7.00. The average is calculated to two decimal places, without rounding.
  11. Doctoral schools will publish on their websites the results of admitted/rejected candidates (while protecting personal data in accordance with GDPR), ensuring the right to appeal.
  12. Appeals, in the case of written exams, must be submitted to the doctoral school to which the candidate’s advisor belongs, within 24 hours of the publication of initial results (provisional lists). Appeals will be resolved and results published within 24 hours after the appeal submission deadline.
  13. Appeals are not allowed for oral exams, sports aptitude exams, or artistic aptitude exams.
  14. Appeals based on ignorance of the admission rules are not accepted.
  15. After the appeal resolution and publication deadline expires, the admission result is final and cannot be changed.
  16. The resolution of appeals is exclusively the responsibility of the appeals committee of the doctoral school. Its decision is final.
  17. During the period announced for confirmations, candidates admitted to state-funded (grant-based) positions will confirm their spot for enrollment both online via the admission platform and onsite/in person, at the location indicated by the doctoral school, following the document requirements outlined in the “Confirmation of Admission” section.
  18. After the admission procedure is finalized, the doctoral school will publish the ranking of admitted/rejected candidates, including the names of those who receive grants and/or doctoral scholarships.
  19. The validation of final admission results to the doctoral studies is carried out by the Doctoral School Council (CSD), the University Council for Doctoral Studies (CSUD), and the Administrative Council of Babeș-Bolyai University (UBB).

Enrollment

The candidates who submitted the admission file, passed the admission exams, and fulfilled all mandatory requirements in accordance with national legislation and university regulations will be included on the list of candidates proposed for enrollment by the Institute for Doctoral Studies.

The list of candidates proposed for enrollment and the study documents will be send to Ministry of Education and Research for verification and issuance of the Letter of Acceptance.

Only candidates who received the Letter of Acceptance from the Ministry of Education and Research can be enrolled to doctoral studies.

For the enrollment the candidates present:

  • the original study documents
  • Letter of Acceptance
  • the passport with the study visa
  • the receipt for paying the fee for the first academic year
  • submit the study contract signed in original in 4 copies

Observation: The academic year starts on September 29, 2025.

FEES for citizens of non-EU countries, and of countries which do not belong to the European Economic Area or Swiss Confederation
  1. The admission fee and processing fee for the file
  2. The taxes for tuition-paying doctoral students for the academic year 2025-2026 study fees (the monthly fee, and the public defense fee) are subject to approval by the Senate of Babeş-Bolyai University. (monthly fee x 9/10 months of study = annual fee)

Linguistic competence procedures for the admission of non-Eu citizens, 2025-2026
  • For the candidates to doctoral studies, the Romanian language competence certificate (mentioned by art. 6, paragraph (c) of MD no. 3473/2017) will be obtained from the specialized department of the Faculty of Letters, and will have to certify a minimum B1 level.
  • The candidates to doctoral studies, who declare (to the potential doctoral supervisor) their intention to pursue at least one part of the doctoral studies in a foreign language, will carry out at least one component of the doctoral studies admission contest in that foreign language. The mentioned component has the role to prove (to the potential doctoral supervisor) the possibility to communicate on the intended topic of the doctoral thesis, will have an eliminatory character, will be marked with pass/fail, and will represent the test of foreign language mentioned by art. 7 of MD no. 3473/2017. They are exempt from this test the persons that are coming from countries where the official language of the state is the language in which the courses are being conducted and which prove, with school documents, that they have attended the courses in that language, present a proficiency certificate.

Scholarships holders by the Romanian state through the MFA

General admission information
  • Non-EU foreign citizens are defined as individuals who are not from the European Union (EU), the European Economic Area (EEA), the Swiss Confederation (CH), or the UK, and who hold the citizenship of a third country outside the European Union, as evidenced by holding a valid passport. Non-EU foreign citizens can participate in the admission process for study places with tuition fees in foreign currency or as scholarship holders of the Romanian state.
  • Applications for scholarships offered by the Ministry of Foreign Affairs are made directly according to the requests of the Ministry of Foreign Affairs. Candidates apply on their own behalf for obtaining the acceptance letter.   • Non-EU foreign candidates, graduates with a long-duration bachelor’s degree (before the Bologna Process), or graduates of master’s degree programs from third countries outside the EU who have completed accredited master’s degree programs, need at least 300 transferable credits acquired during the bachelor’s and master’s degree programs to be enrolled
  • Only candidates who have the Letter of Acceptance from the Ministry of Education and Research can be enrolled to doctoral studies.
  • For enrollment candidates need to present their passport with the study visa

  • Applications for doctoral admission are submitted exclusively online, via the official platform: https://admitere.ubbcluj.ro
  • The candidate must create an account in the admissions platform using an email address that is frequently checked. Throughout the registration, admission, and confirmation process, the platform will generate and send notifications and requests for feedback, which the candidate must respond to promptly.
  • During the registration period, as outlined in the Admission Calendar, the candidate will upload a set of required documents to the platform, as specified in the Required Documents section.
  • General admission calendars, exam schedules, and other specific details related to the doctoral admission competition will be published on the websites of the doctoral schools.

Admission contest
  1. Regardless of the field, the doctoral admission contest consists of at least two components:
    1. A written specialty test, based on a syllabus announced by the doctoral supervisor at least two months before the date of the admission contest;
    2. An interview in which the candidate’s scientific/artistic concerns, their research/creative abilities, the proposed topic for the doctoral thesis, and, if necessary, the candidate’s language skills are analyzed. Depending on the specific nature of the field, other tests (including eliminatory ones) may be included in the doctoral admission contest at the request of the supervisory doctoral professors and with the approval of the doctoral school council.
  2. If any candidate expresses to their future doctoral supervisor the intention to conduct at least one component of their doctoral studies in a foreign language, then that candidate will take at least one component of the contest in that language. This component will have an eliminatory character and will be graded as either “admitted” or “rejected.”
  3. The contest tests are conducted before an admission committee composed of the doctoral supervisor offering the doctoral student position and at least two other specialists from Babeș-Bolyai University, who hold at least the position of associate professor or scientific researcher, grade II. The chairperson of the admission committee is the doctoral supervisor. The admission committees are proposed by the doctoral school councils and approved by the director of CSUD.
  4. It is forbidden for a candidate for doctoral studies to be in a marital, in-law, or relative relationship up to the third degree, with members of the admission committee before which they must take the admission contest tests.
  5. It is forbidden for a candidate to be in a marital, in-law, or relative relationship up to the third degree, with their future doctoral supervisor.
  6. Persons who are in a marital, in-law, or relative relationship up to the third degree may not be appointed to the same doctoral admission committee.
  7. In justified cases, with the approval of the Doctoral School Council, upon the proposal of the doctoral supervisor, the admission tests may be held online.

  9. After evaluating the candidates’ performance during the contest tests, the admission committee nominates, based on established selection criteria, the candidate who will occupy the doctoral student position. This candidate will only be enrolled in that position after obtaining the favorable opinion of the council of the doctoral school where the doctoral supervisor is a professor and if the respective doctoral school is provisionally authorized or accredited.
  10. The minimum average that a candidate must obtain to be declared admitted is 7.00. The average is calculated with two decimal places without rounding.
  11. Doctoral schools will post the results of the admitted/rejected candidates (with personal data protection in accordance with GDPR) on their website to ensure the right to appeal.
  12. Any possible appeals, in the case of written tests, must be submitted to the Doctoral School of the doctoral supervisor the candidate has registered with, within 24 hours of the initial results being posted (provisional lists). Appeals will be resolved, and the results will be posted within 24 hours after the submission deadline for appeals. The final results of the admission contest are public.
  13. Appeals are not accepted for oral tests, sports aptitude tests, or artistic tests.
  14. Appeals based on a lack of knowledge of the specific admission regulations are not accepted.
  15. After the appeal resolution and response deadline (through publication), the result of the admission contest is final and can no longer be modified.
  16. The resolution of appeals is exclusively the responsibility of the doctoral school’s appeals committee. The decision of the appeals committee is final.
  17. During the period announced for confirmations, candidates admitted to funded places via study grants will confirm their placement for enrollment, both online through the admission platform and onsite/physically, at the location indicated by the doctoral school, according to the documents listed in the “Place Confirmation” section.
  18. After completing the admission procedure, the doctoral school will display the ranking of admitted/rejected candidates, with the mention of those who are granted study and/or doctoral scholarships.
  19. The final validation of the admission results to doctoral studies is done by the Doctoral School Council (CSD), CSUD, and the Board of Administration of UBB.
Confirmation

During the period announced for the confirmation process, candidates will confirm their acceptance of the spot in order to proceed with enrollment, according to the current regulations. Confirmation must be done both online, via the admissions platform, and onsite/in person, at the location specified by the doctoral school. Confirmation of the admission spot is carried out as follows:

  • Online: By uploading the signed study contract and following the instructions on the platform.
  • Onsite/in person: By submitting the following documents:
    1. Preliminary agreement from the doctoral supervisor link;
    2. The doctoral research project for the chosen doctoral topic, endorsed by the future doctoral supervisor link;

    5. Authenticity declaration regarding all documents uploaded/submitted link;
    6. Registration form generated on the platform, dated and signed by the candidate. This document, generated by the platform, must be printed, dated, and signed by the candidate. All options regarding the acceptance of positions will be marked to allow for possible reassignment to unoccupied state-funded places.
    7. Curriculum Vitae (CV), signed and dated.
    8. List of published scientific papers (if applicable), signed.
    9. The certificate for Romanian language in case the study program will be in Romanian
    10. The language certificate valid on the date of the admission exam.
    11. High school diploma.
    12. Bachelor’s degree diploma with the supplement.
    13. Master’s degree diploma with the supplement.
      1. Candidates who passed their dissertation exam during the current academic year must submit, in original, a graduation certificate in order to confirm their spot. This certificate must be issued by the graduating institution and include the general GPA, yearly grades, total ECTS credits earned, validity period, and a statement confirming that the diploma has not yet been issued. Doctoral students are required to submit the original Master’s diploma once the validity period of the certificate expires.
    14. Signed study contract (4 copies).
    15. Doctoral studies plan (4 copies), completed and signed by the PhD student and their academic supervisor. This document must be typed according to the predefined template available on the Doctoral Studies Institute (ISD) website and at the doctoral schools.
    16. Birth certificate.
    17. Marriage certificate (only if the birth name has changed due to marriage).
    18. Official name change document, if applicable.
    19. Passport copy, valid for at least 6 months from the start of the doctoral program for which the candidate is applying
    20. A document containing the IBAN, from a Romanian bank, of a current account in the candidate’s name must be submitted to the doctoral school’s secretariat at the time of confirmation.
    21. Medical certificate
    22. Candidates must also confirm by submitting the original diploma of their previously completed academic cycle.

Note:

  • Candidates who do not confirm their spot during the official confirmation period lose their right to enroll
  • Upon enrollment, candidates must present the original study and identity documents from their application file, along with the acceptance letter for studies and a passport with a valid “study” visa.
  • Original study documents, birth and marriage certificate issued in countries that are parties to the Hague Apostille Convention must be certified by the competent authorities in the issuing countries with the Hague Apostille.
  • Original study documents, birth and marriage certificate issued in countries that are not parties to the Hague Apostille Convention must be super-legalized by the Ministry of Foreign Affairs of the issuing country and by the embassy/consular office of Romania in that country.
  • All documents certifying university studies and annexes, including transcripts, must be submitted to the Doctoral Studies Institute in notarized copies and with notarized translations into Romanian/English (if the documents are issued in a language other than Romanian/English).
  • Enrollment of foreign citizens is only possible for candidates for whom the Acceptance Letter has been issued.
